Bhasha Dam to triple water storage capacity

ISLAMABAD :** Federal Minister for Planning, Development and Reforms Ahsan Iqbal said on Tuesday that the government had procured land worth $1 billion for the Diamer-Bhasha Dam from its own resources, and** work on the project would kick-off by the 2016 end. **

“The govt has prioritized resolution of the energy, water and food security issues, which are at the heart of the Vision 2025,” the minister said, while speaking as the chief guest at the inaugural session of the Water-Energy-Food Security Nexus Conference, 2016. The conference was jointly organised by the US Embassy and National University of Science and Technology (NUST).

“After the Tarbella and Mangla Dams, nothing was done for the water storage, and today Pakistan is left with only 30-day water capacity; upon the completion of the Diamer-Bhasha Dam, it will reach up to 90 days,” Ahsan said, while underling the need for technically efficient wide-ranging interventions for water usage efficiency.

The minister observed that the world faced a challenge in the form of climate change, “Pakistan is no exception,” he warned. He cautioned that time was running out, especially for Pakistan; if the issues of food security, water and energy were not resolved in the shortest possible time, these would further deteriorate.

“Pillar-IV of the Vision 2025 gives a roadmap for ensuring energy, water and food security,” Ahsan said, lamenting that the Vision 2010 had also given a framework for achieving the envisioned goals, but after the 1999 coup, the subsequent governments did not do what was required.

He said that the electricity shortage was posing a direct threat to all sectors, adding that new energy projects would generate 10,000 MW by 2018. He further said that the government would be spending $3 billion for improving the transmission and distribution networks. “More electricity would be added to the national grid in due course,” he added.

The minister said that the food security could be ensured through an ample supply of water and energy. “Inadequate food was producing stunted children, who were not only physically incapacitated; their cognitive abilities were also adversely affected, Ahsan said, adding, “They will be unable to compete in the digitalised world where the competition will be getting tougher with every passing day.”

He said the last visit of Prime Minister Nawaz Sharif to America paved the way for the US-Pakistan Knowledge Corridor, which would be of huge import in gearing the country for meeting its educational needs. “We want the US to help us train 10,000 PhDs in the coming years; since it is only through knowledge that we can meet the challenges,” Ahsan said, and added, “We have a vision for putting Pakistan among top 25 economies of the world, which is possible by working harder, better and smarter.”
Earlier, University Rector Engineer Muhammad Asghar gave a welcome address. Dr Hamza Gabriel briefed the audience about the two-day conference, while the US Ambassador to Pakistan David Hale gave the opening remarks.

**The metropolis of Karachi will have a spanking new bus system by next year. This despite the Pakistan People’s Party, not because of it. Is Nawaz Sharif finally doing what Asif Zardari and Altaf Hussain should have done for this city a long time ago?

The plot thickens.**

Development is streaming into this decaying city on the wheels of an ambitious project with a mouthful of a name: Green Line Bus Rapid Transit. This is a federal government financed and managed project, and apparently the funds have already been transferred. Soon the route will transform into organised chaos dotted with cranes, bulldozers, dug-up roads and mounds of dirt, sand and cement. The traffic will degenerate into a living nightmare.

Ask the inhabitants of Lahore and Rawalpindi/Islamabad as they braved the rigours of the Metro Bus construction. In fact, the Orange Line project in Lahore is yet again carving up major portions of the city into an elevated rail track and distributing mayhem with official efficiency. Big projects, big money, big risk, big reward?

**The Sharifs are unstoppable when it comes to infrastructural bonanzas, and Karachi is about to experience the pain that comes before the pleasure of a completed project.

But wait. Something’s wrong here. Shouldn’t the provincial government be doing stuff that the province requires to improve the lives of those crushed under the weight of its electoral mandate? Shouldn’t the local government be doing stuff that the city of Karachi requires to improve the lives of Karachiites suffering the burden of the local elections mandate?

Let’s face it: Karachi is the only truly, genuinely, authentically urban centre in Pakistan. Relax you people of Lahore, Faisalabad, et al; if you think your city has what it takes to be urban in every sense of the word, you need to come to Karachi. This mega city is not just physically urban — like Lahore and Faisalabad — it’s culturally urban too. Here on the streets of Karachi, you can feel a certain urban rhythm pulsating through the sprawl. This is the city that has always driven Pakistan like an engine.

But then the PPP happened. Then the MQM happened. Then decay happened.**

Today Karachi bleeds from rapid-fire ballot wounds. The PPP rules the province but cannot win the city. Yet it controls the city having arrogated all powers in the hands of the provincial government.

**The MQM has won the city but complains of having no powers to rule it as per its mayoral mandate. Together, these two parties are squeezing the city like a python. The PPP leadership knows it will not win the city in the next elections. So it sits pretty and admires the rot. The MQM will win the city yet again, despite the decay. So it sits pretty and admires the rot.

Enter the Sharifs. They know they have a snowball’s chance in hell of winning the mandate in Karachi or Sindh. But while they have nothing to win, they have nothing to lose either.

So they figure it can’t hurt to throw a few billion rupees in Karachi, sprinkle the bucks with efficient project management, and give the mandate-wounded inhabitants of Karachi a dose of the Sharif infrastructural magic.

Nature abhors a vacuum. The Sharifs clearly don’t.**

So in this gigantic vacuum created by the Olympian incompetence of the provincial government, Brand Sharif is all set to drive into Karachi on the Green Line.

**The spanking new buses will not win the Sharifs Karachi or Sindh in 2018. But the Sharifs aren’t just interested in 2018. They’re eyeing 2022 and 2026 and yes 2030.

Get ready Karachi !

And get ready the PPP and the MQM. Narratives are funny things. They take time in moulding themselves into a potent force, but once moulded, they ride roughshod over memories and craft a new line of perceptions.

Ask Narendra Modi. Yesterday, February 27 marked the fourteenth anniversary of the Godhra massacre in Gujarat in which, according to estimates, nearly two thousand Muslims were shot, hacked and burnt to death. As chief minister of the state, Modi was held responsible. He has since then repeatedly denied the accusation, and was also exonerated by the court. But it has slowly become clear that he indeed has blood on his hands.

At best, he looked away while the massacre unfolded, and he did so because he calculated a political windfall for himself. Well-known Indian journalist Rajdeep Sardesai was on the ground in Gujarat when the massacre was taking place and in his latest book he has indirectly pointed the finger at Modi. Since 2002, Modi was defined by the massacre, and the United States had refused him a visa as the chief minister of Gujarat.

Within a few years however, Modi was successful in transforming the narrative. From being called a murderer, today he is called Mr Prime Minister. In the 2014 elections, he hammered Rahul Gandhi like a nail in the coffin of the Congress party.

The narrative that swept him into the Prime Minister’s office was a narrative of good governance. In Gujarat, he delivered development, and he made sure everyone in India and abroad knew that he was delivering development. He cast aside his ministers, surrounded himself with a team of efficient bureaucrats, and then for three successive terms as chief minister, he delivered on project after project, thereby crafting a persona of a doer — a man of action.

Shahbaz Sharif**](http://tribune.com.pk/story/1055246/cm-launches-e-job-training-programme/)** as the third-term chief minister of Punjab is creating a brand around him and his brother that signifies delivery of development. You may criticise him for his obsession with infrastructural projects at the expense of social development, but then does his brand have a visible alternative? It’s not as if the PPP and the MQM have carved out a social sector heaven in Karachi and Sindh.

In the absence of any enviable track record of development, do these two parties have any message, or any narrative, for the voter beyond ethnicity, provincialism and past sacrifices? You take the voter for granted long enough and you ultimately pay a heavy price. Ask Sonia and Rahul Gandhi.

For the people of Karachi, the Green Line may be gift. For the rulers of Karachi it is definitely a warning: Bus Karo!

I am a staunch PMLN supporter and with all honesty I am saying that it would have be good for Pakistan if PTI wins in 2018. This was a given case until Imran build up agitation based on lies and decit and harmed country and its institutions in so many ways that the repair will take years. Imran has now very small time to mend the damage which is highly unlikely. In that light, I agree, its very unlikely that PMLN loses. To beat PMLN, all other parties will need to unite on one front which will not happen and even if that happens, PMLN still is too strong to get 100-110 seats. I think PMLN will win heavily with representation for all provinces and around 140-150 seats.

I also think that they will touch 150 seats or might be even cross it. Recently they won Gilgit Baltistan with almost 2/3rd majority. Azad Jammu Kashmir Elections also coming. In Punjab there will be clean sweep by PML-N, Balochistan will also follow the same trend. All eyes are on Sindh & KPK how they would rate PML-N after 24 months if they able to cater load shedding problem even to 70% !

Sharifs are doing clever politics. They did not stop Benazir income support program. Already in power in baluchistan. No doubt they will win there again.

Although i do think the PTI should be given a chance eventually, the country might benefit from a continuity of policies... Pakistan needs political stability. I think a lot of problems that have occurred are due to the sudden changes in policy owing to the many coups and tumultuous politics.

I personally think lahore has become ugly with the introduction of metro bus, the train they should have put in a proper metro (under ground) but they are again going for more than 90 % overhead which is not only creating issues for people being affected and on the other hand destroying lahore’s visual looks.

The cost of underground train will almost be 3 times as compared to above ground/overhead. Pak is not an oil rich Gulf state where we can afford this heavy cost. Until you not control population explosion and influx to Lahore from whole Punjab/Pakistan for finding job oportunities, we have to pay the price of development otherwise it will be another rotten urban decay just like Karachi

It is already getting rotten with the way things are going. Ferozpur road is in shambles, three/four lanes have come down to two (no side lines) for ordinary cars. This will not only increase accidents but also a source of traffic jams. While the bus plies smoothly on top of the flyovers the commuters are stuck in their cars. The way government is designing uturns for their signal free corridors is shambolic as well. I predict a lot of accidents there too.

That depends on if PTI would end policies out of spite like the duo in nineties did leading to suits from turkish and korean companies.

Have they done such behavior wrt KP and ANP? Considering it is ANP and balour was from that party, I doubt that anything really got done in 08-13.
