PM’s Health Scheme extended to 60 Districts

ISLAMABAD: The federal government has decided to pay full premium of the Prime Minister’s National Health Programme (PMNHP) for Sindh and Khyber Pakhtunkhwa to ensure its success in the two provinces which had earlier refused to become part of this programme. Moreover, the scheme, which was initially started for 23 districts of the country, is now being expanded to 60 districts.
Minister for National Health Services Saira Afzal Tarar said this while chairing the 15th National Steering Committee meeting of the PMNHP on Thursday night.

It is pertinent to mention here that Prime Minister Nawaz Sharif launched the programme on Dec 31, 2015, for Islamabad and described it as the first step towards making Pakistan a welfare state. The scheme was supposed to be expanded to all parts of Punjab, Balochistan, Azad Jammu and Kashmir, Gilgit-Baltistan and the Federally Administered Tribal Areas (Fata) as the governments of Sindh and KP had declined to become part of the federal government programme in which they also had to contribute.

Later, the KP government launched its own health programme for a few districts.

However, in January this year, the prime minister announced that the programme would be extended across the country. He was of the view that people of KP and Sindh were more vulnerable to diseases and prevailing poverty in the provinces was not allowing them to afford healthcare facilities.

Ms Tarar told the meeting that 100 per cent federal funding would be used for the scheme in KP and Sindh to provide the secondary and priority health coverage to poor families whose daily income is below Rs200.

She said the scheme would now be expanded to 60 districts of the country — 11 districts of Fata, 10 of AJK, seven of GB, 11 of Punjab, 12 of Balochistan and four each of Sindh and KP.

**The minister said 17,000 patients had so far been admitted to 81 hospitals empanelled under the programme. Sharing figures, she said 104 open heart surgeries had been performed and 119 patients had been treated for different forms of cancer. Other treatments which have so far been provided under the scheme are: 643 cataract eye surgeries, 1,289 caesarean sections, 1,080 normal deliveries, 796 appendix operations, 658 operations for gallstones, 866 hernia operations, 830 hysterectomy, 275 angiographies, 217 angioplasties and 469 dialysis.

She said Rs 200 million had so far been paid to the empanelled hospitals for treatment of the enrolled patients. She said there was a strong emphasis on monitoring, sharing that under the third party evaluation by Nadra there was more than 92 per cent patient satisfaction from those treated under the programme.

**In the revised PC-1 an amount of Rs 8.1 billion has been allocated for the programme, the minister said. Work is under way for the next phase of the program which will cover the entire country, providing the service to all families living below the poverty line.

SBP predicts 5-6% economic growth in current fiscal year

KARACHI:** The State Bank of Pakistan (SBP) has anticipated a significant growth in the country’s economy for the current fiscal year, according to its quarterly report released on Friday.

The projection is backed by an accelerated productive spending and a rebound in agriculture produce, despite Pakistan experiencing current account and fiscal deficits, along with decelerated growth in revenue collection.**

**“The real Gross Domestic Product (GDP) growth in fiscal year 2016-17 is expected to be 5-6%, higher than last year’s 4.7%,” said the SBP report.

Major contribution is expected from the rebound in agriculture and increased pace of work on infrastructure and energy projects. In particular, the completion of energy projects under the China-Pakistan Economic Corridor (CPEC) is expected to provide additional boost to industrial growth.

“These expectations are in line with continuing robust trends in the private sector credit and import of machinery and raw materials,” the report said.
Meanwhile, the growth in large-scale manufacturing industries, though likely to fall short of its target, is expected to maintain last year’s level.

“The textile industry is expected to post some recovery in second half [January-June 2017] of the current fiscal year, as the cash-flow constraints of exporters may ease following the recently announced export package,” said the report.

“The commencement of operations of new power plants and the sustained increase in liquefied natural gas (LNG) imports are expected to help electricity generation and gas distribution to maintain last year’s momentum. Similarly, the growth in the construction sector is also likely to remain robust,” it added.

Additionally, the services sector is expected to achieve its target growth rate for the year. This is backed by the current trends in trade, especially imports,
higher production and sale of commercial vehicles, substantial increase in bank credit, flourishing housing schemes and rising internet subscription.

Inflation**

The SBP announced that the inflation rate is expected to remain low and stable in the backdrop of increase in agriculture production, stable exchange rate and a limited pass-through of rising international commodity prices to domestic prices.
“Full-year average Consumer Price Index inflation is expected to remain in the 4-5% range [against target of 6%],” said the report.
Moreover, the less-than-warranted increase in domestic fuel prices would limit its direct and second round impact on inflation, according to the SBP. The recent increase in investment demand as reflected by the widening of twin deficits may not have an adverse impact on inflation either.

Current account**

According to the central bank, Pakistan’s current account deficit is likely to increase in the view of strong growth in imports as well as developments in international commodity prices. However, the country’s foreign exchange reserves will remain at a comfortable level.
“Some gains in exports due to the recently announced export package are expected to be offset by muted remittance growth,” said the report. “The declining number of Pakistani employees abroad, the British pound’s depreciation against the US dollar and stricter regulatory controls in the US are the main factors that will likely keep remittance inflows close to last year’s level.”

Fiscal deficit**

The report states that the fiscal gap will be higher than the target due to the impact of recently announced export package, assuming no significant change in revenue collection occurs.

“Given the actual fiscal deficit is 2.4% of GDP in the first half [of the fiscal year], the full-year fiscal gap will be higher than the target of 3.8%,” said the report. “Growth in tax revenue decelerated to 6.2% during the same period as compared to over 20% increase last year. This slowdown seems to be an unintended consequence of various tax measures to support investment, growth and exports.”

On the other hand, expenditures are likely to remain elevated due to the government’s commitment to complete most of the power and infrastructure projects by close of fiscal year 2017-18.

Pakistan’s trade deficit widens to historic level

ISLAMABAD: In what is seen as a dangerous development for Pakistan’s external sector, the monthly import bill crossed $5 billion for the first time in March, which took the nine-month trade deficit to $23.4 billion – also a new record.

The gap between imports and exports stood at $23.38 billion in the July-March period of current fiscal year, which was 38.8% or $6.53 billion more than the comparative period of previous year, stated Pakistan Bureau of Statistics (PBS) on Tuesday.

Pressure on reserves: Pakistan’s trade deficit swells 28.7%, now stands at $17.4b

It was the highest-ever trade deficit recorded in the country’s history for the nine-month period.

The main reason behind the ballooning deficit was constant double-digit growth in imports and contraction in exports. The nine-month trade gap was $2.9 billion more than the fiscal year’s annual deficit target of $20.5 billion, set by the Ministry of Finance.

Exports fell 3.1% to only $15.1 billion during July-March 2016-17, which were $478 million less than the shipments made in the comparative period of last year.

Imports, however, increased 18.7% to $38.5 billion in the same period. In absolute terms, the import bill was $6.6 billion higher than the previous year.

“This is an alarming situation and the government should immediately call an emergency meeting of the federal cabinet to discuss the deteriorating external sector,” commented Dr Ashfaque Hasan Khan, former economic adviser to the Ministry of Finance.

Towering current account deficit raises alarm bells

He said the trend showed that the import bill would cross $50 billion for the first time and the worrisome element was the contraction in exports.

Exports in the first nine months were about 61% of the annual target of $24.8 billion while imports reached 85% of the annual projection of $45.2 billion.

Slower-than-projected export earnings show that like previous three years the government will not be able to achieve its annual export target this time again. This comes despite the fact that the government has given two bailout packages to the exporters in the last one year.

These packages had been given without addressing root causes of the persistent decline in exports – high cost of doing business and a lack of enabling environment.

Pak-Afghan trade halves ‘due to transit trade glitches’

In its four budgets, the PML-N government has levied an unprecedented Rs1.2 trillion in new taxes on every kind of trading, business and banking activity. It also slapped various surcharges on electricity and gas, increasing the cost of doing business for the industries.

In its latest statement on the state of Pakistan’s economy, the International Monetary Fund (IMF) has asked Islamabad to remain “vigilant” about the external sector, which is facing problems. However, it gave the warning only after the end of its three-year $6.6 billion bailout package.

However, the Ministry of Finance in a statement said on Tuesday the government was cognisant of the challenges on the external side, which were more related to the weak global economic environment that not only affected Pakistan’s exports but other emerging economies were also facing the same issue.

Pakistan’s current account deficit widens 121%

It claimed that the negative impact on exports was bottoming out as from July to February some months showed growth on a yearly basis.

The delay in receipt of the Coalition Support Fund also affected the external sector, the ministry said, adding the government had taken a number of policy measures, which were likely to help increase exports.

The ministry attributed the increase in imports to the expanding economic activities.

However, independent economists said the ballooning trade deficit had exposed vulnerabilities of Pakistan’s economy as financing such a huge gap in the midst of slowing foreign remittances and low level of foreign direct investment had become a challenge for the federal government.

This would mean a higher trade deficit and higher current account deficit. The IMF recently revised its current account deficit projection for Pakistan from 1.5% of gross domestic product (GDP) to 2.9%.

Likewise exports, worker remittances were also on the wane, standing at $14 billion in the first nine months, which were about 3% less than the previous year.

Balance of payments: Current account deficit widens 92%

March data

On an annual basis, the trade deficit in March was 77.4% more than the comparative period of previous year and the main reason was the record imports of goods valuing $5.1 billion.

The trade deficit last month increased to $3.2 billion, which in absolute terms was $1.4 billion more than the deficit recorded in March 2016.

Exports in March stood at $1.8 billion, showing a small growth of 3.6% compared to last year, according to the PBS. In absolute terms, the exports were up by just $63 million.

However, the growth in imports jumped to 41.2% as payments grew to $5.1 billion in March. The import bill was $1.5 billion more than last year.

Even on a monthly basis, the trade deficit widened 15% in March over February.

PPPP is diluted in whole Pakistan, eliminated from Punjab (once the powerhouse of PPP in 1970s) , KPK, AJK, GB & Balochistan. Its now confined to few districts of interior Sindh. But PML-N with help of MQM-Pakistan & PSP (Mustafa kamal) try to form Govt in Sindh in 2018. Today he is in Jacobabad with lots of development projects & health card scheme. Earlier he visited Hyderabad & Thatta. PML-N will going to be big threat for PPPP in Interior Sindh in 2018, Holiday is Over !
