I would not refuse my brother a loan. What I would do is say that I will pay it monthly for him (meaning get an agreement with the company to do this) and tell him to get a job and as long as he is working the payments will be made. Although I will probably secretly pay it off for him, but this would encourage him to work hopefully.
I'm a softy.
