**Book ‘Oppressions’ of Sahih Bukhari, Hadith No. 622. **
Narrated 'Abdullah bin Umar: Allah’s Apostle said, "A Muslim is a brother of another Muslim, so he should not oppress him, nor should he hand him over to an oppressor. Whoever fulfilled the needs of his brother, Allah will fulfill his needs; whoever brought his (Muslim) brother out of a discomfort, Allah will bring him out of the discomforts of the Day of Resurrection, and whoever screened a Muslim, Allah will screen him on the Day of Resurrection . "
Now suppose you are at a work and a Muslim brother approach for some office related work. Therefore, you suggest/advice/force him to follow the law/policy/rules if he would like to complete his office related work. That Muslim brother bound to follow the law/policy/rules either by his own free will or by force (as per office law/rule/policy).

As previously mentioned, there would be very few situations where you would be legally obliged to not help a co-worker. But lets say that rules do require that you not help your coworker, then in my opinion you should follow the rules.
I can think of an incident where Holy Prophet (saw) asked a muslim brother to go back to enemies because He (saw) had signed a contract according to which he could not let this muslim join the rest of muslims. Holy prophet (saw) knew that this muslim would be mistreated, but still he returned him to enemies, following the contract he had signed. I dont know the exact details, perhaps someone else can describe with accuracy.
Let me try to resolve your confusion by using a different example. Suppose you and your muslim friend are taking an exam. He wants you to help him out in answering a question. Now would you help him cheat just because he is a muslim?
Doing a job cannot be equated to facing oppression. When you do job somewhere, you have to take some oaths in verbal or written form that you will abide by the rules of that organization and stay loyal to its interests. Now irrespective of the religion, it is the duty of the employee to do his job honestly abiding by the rules. If he is not satisfied with certain rules, he should leave the job instead.
