You did not specify your field of intrest for your masters. Basically, Pakistan has very limited fields to choose from when looking for masters. Now, with 10 lakh, you wont even survive the so called LUMS university of Pakistan.
I dont want to scare you off, but do look for scolarships, ofcourse you do need excellent achievements in your previous studies for that. If not, some universities do offer financial aid to students. I just finished mine at Delft univeristy of technology (The Netherlands), you can look on their website for more information.
But the bottomline is, you wont survive with 10 lakh in any of the european countries. At the same time, Asian universities do rank among the best in the world as well. So, search on the net for universities offering financial aid to students from abroad. You may end up paying much less fees.
