Yes planes do have stairs. IIRC economy plus isn't that different to economy but there are less people as the upper deck is smaller but I think you get extra leg room. If you are tall you could always reserve a front row seat.
On PIA's 747's, previously the upper deck was for business class. May be they renamed them to Economy Plus now. A few things to note. The whole section is very small upstairs, so some people who are not used to it can get claustrophobic. There are no over-head bins, so you store your hand carry in the cabinets that are by the window seat on the floor. This storage space is generally smaller and tighter than a regular over-head bin.
On the positive side, there is a separate toilet for this section, and with fewer passengers, it is usually much more convenient. If you get Window seat, you can stretch easily by putting your legs on top of the storage compartment. Since it used to be Business Class, so expect the seats to be wider and much more comfortable than regular economy class.
Ofcourse, I am telling you just from my experience of travelling on PIA's upper deck several years ago. They may have reconfigured the whole thing now, in which case all bets are off.
I traveled economy plus (xcept my plane was one huge jumbo jet, no stairs). the only PLUS thing about it si that ur in front of the plane and u get hot towels
