*depends on the picture and the kind of shadows, maybe you can upload it and I can explain you better. Anyhow try using the "healing" brush tool in Adobe Elements, make some sample points and then try adjusting the color curves, but there are many other ways of removing the shadows, depends on the picture really and how those shadows appear.
Personally if I have to remove some "black" shadows on face (if that is what you asking for), I would do the following:
1) Use Smudge Tool ; smudge the damaged area (and decrease its capacity, density , and brush size of course)
After smudging I would play with the saturation and hue to balance the smudged part where the shadow was.
