Photshop is great and all, but its not affordable/needed.
Pain.Net is the second best thing, its Free Open Source (i support all things open source), small in size on disk and memory, and as powerful as Photshop.

P.S: u need microsoft .NET Framework 2.0 or higher to run it (if u run Vista, u have it. And u run XP and its upto date, u most probably have). Or u can download it from microsoft directly, let me know.
