It's common sense. If a person doesn't have good manners, what do you expect of him ? Good character is a must for a muslim leader, without which, he doesn't deserve to be one.

Good character, manners, politeness, piety, compassion, honesty, truthfulness, humbleness are all must in a religious leader. You can actually identify a hypocrite if you see a religious leader lacking in any of the above, specially if they use swear words.
