ok so say a girl wears a t-shirt - is she being immodest? Modesty varies with the cultural climate. Put me in my average American t-shirt and boot-cut jeans (figure fitting) in Quetta and I'll be considered the whore. Put me in South Beach, and everyone will think I'm a new age nun. (I'm quite serious -I always go to the beach in jeans and I get into the water with jeans too - people think I'm crzy).
Just like its unfair to judge a hijaabi, its unfair to judge a non-hijaabi and think she's not dressing modestly with the clothes she wears. - She might be perfectly modest because she's not intending on showing her body off with her clothes - again, who are you to judge?
