I’m just curious why it appears that in some cases personal attacks are tolerated on this forum? The forum rules specifially prohibit that kind of thing.
What action would be taken if members get banned from using the site after abusing other members and they come back with another user name?!

Because moderators are reading hundreds of posts everyday, they may miss a couple. As a member, you (in general) should contact a moderator via PM or use the "report bad post" feature (right next to the person's status icon - the triangle) to report any personal attacks. Have you contacted the moderator of that forum? You can also provide the links to those posts here.

personal attacks are not tolerated under any cirucmstances. If you come across a personal attack bring it to the attention of the mod or admin.
People banned are not allowed to come back with another nick.
