It depends. Sometimes people who are very intelligent can be talkative, and the things they have to say can in fact be meaningful/insightful, but others I agree, are just chatterboxes without ever having anything worthwhile to say.
Shyea!! I agree with it being annoying.... Which im sure adds to the reason I think they don't know what the heck they're talkin about.

I work with brain inj patients who may or may not have behavioral issues so I need to do a lottt of talking, even when sometimes they dont respond to me. Lots of instructions, many many ways of saying the same thing, repeatedly saying the same thing are skills I need, and it comes to me quite naturally since I talk a lot anyways in my daily life. Point is a certain thing which everyone considers a bad thing can be put to good use.

its better if people talk "to the point" n let ur conversation be as simple n discrete as possible....
everyone gets annoyed with a chatterbox....even if he/she is talking something beneficial....
