He is obviously referring too Chaudhry Shujaat as he was Interior Minister 3 times in the last 20 years. Anyway after the swearing in of the largest cabinet in the last 10 years we now have this scandal:
Faisal says he is victim of conspiracy

ISLAMABAD: The outgoing interior minister Faisal Saleh Hayat made a startling revelation on Thursday that 90 per cent human smuggling to the UK and other foreign countries was being done by recruiting agents of a Punjab district and adjoining areas, having powerful backing of “local politicians”, virtually rendering it impossible for him to take any action against them during his 21 months tenure.
In an exclusive talk with The News just before the allocations of portfolios to 32-member cabinet of Shaukat Aziz, Faisal claimed that at least four top officers of the FIA facing action for their involvement in human smuggling from the country airports, were instantly rescued by the Punjab government and given postings in the province.
The two-hour long interview was taken a few hours before the announcement of new portfolios for the ministers resulting into shifting of Faisal from the interior ministry to a less important ministry of Kashmir Affairs.
The four accused officers were lucrative postings in Punjab when we attempted to punish them for their crimes, Faisal said. He did not mince words when he said that if he was not given the portfolio of Interior Ministry in new government, he would definitely be disappointed and leave the matter to his party leadership whether to accept the new assignment or not.
He made a bold statement when he said "let me today make it clear to all that as interior minister he had many “limitations” and “restrictions” in discharging his duties. He said he was not even authorised to make postings and transfers of senior officers in the FIA
The minister attributed the lethal criticism of UK government against him to his aggressive stand on the issue of infamous bugging of Pakistani High Commission in London. However, Faisal said the Pakistan government never received any official complaint from London against the human trafficking into UK as was being widely believed. He made it clear that he was not a “hypocrite” and would say all to defend himself in the eyes of public as he was innocent.
He repeatedly stated that how he had tried to bring about changes in corruption riddled FIA but his frantic efforts were always frustrated by some powerful political and “other” elements who always kept him under pressure to stop him from doing his job.
He claimed that he was one of those rare ministers against whom even opposition could not bring any financial scam on the floor of the House during the last 21 months rule. Faisal said he knew it very well that who was behind the “media campaign” launched against him at the time of change in the cabinet with the sole purpose of easing pressure on certain “political elements” of the Punjab.
He alleged that people writing against him were on the pay role of some of his own “political friends in the coalition” government. “Only certain political elements from Punjab do not want to see me in interior ministry and they are behind the propaganda against me,” Faisal alleged without naming anyone.
He said he too could unleash all kinds of allegations against his “political friends in the coalition government” as he knew too much about their wheeling and dealings. But, Faisal said, he did not want to create a new “political crises” in the country by openly naming those politicians from Punjab who were against him.
