the reason why countries keep their military stuff secret is to surprise the enemy. But aparently the pentagon thinks the chinese are stupid enough to give tours of chinese military facilities to the americans.
Pentagon faults China military secrecy
WASHINGTON - In a report on China’s military strategy and power, the Pentagon asserted Monday that Beijing’s reluctance to share details about its military buildup poses a risk to stability in Asia.
The report said the international community has limited knowledge of the motivations, decision-making and capabilities of China’s military modernization. This includes a lack of clarity about China’s defense spending, which Washington contends China understates by the equivalent of tens of billions of dollars.

Yes, I saw that on Yahoo. Sure, these third world generals do it all the time for superpowers, but no Chinese general is going to betray China (growth over 11%, world’s fastest growing military) for the US (growth in negative - recession - dollar now in par with Australian dollar and Swiss franc).
