That's a bit of a vague description if you're expecting a serious and informative answer based on what little information you've provided.
It totally depends on lots of other issues, what exactly do you mean by 'harass and sexually harass'? The victims can't 'withdraw' a case as its not strictly their case to withdraw, criminal prosecutions go ahead in view of whether they are in the public interest to proceed with or not and that depends on many other factors. I've prosecuted cases where the victim has refused to attend court for example, but that doesn't mean that the proceedings are dropped automatically. However, admittedly, it certainly makes our job easier when you have co operative victims and witnesses. Usually desis, and particularly Muslims, are not.

You're being a bit vague, and it really depends how far the victim/victim's family want to push it, how much support they get, what exactly happened etc. I don't deal with the law side of it so much as the support/networking side of it, and a lot of the times, sadly enough, the abusers get away with it cos the family has dropped it/victim has run away/police haven't pursued it enough.

child abuse cases cannot be withdrawn - in western world at least.

Just to reiterate - a victim or a victims family or the police can't 'drop' a case. It's not their choice. They can withdraw support or refuse to co operate but the only body that can actually withdraw criminal proceedings are the Crown Prosecution Service. Even the police have very little say or influence in these decisions.

The guy could simply have been expressing his love for the lady in question, you know how it is with these people. Everything is sexual harassment if the girl's under 16 and the guy is twice her age. Sad state of affairs really.
