The situation is much better now as compared to 2008-2010, I have seen part of that violence first hand. In Swat, Pakistan army could not even travel without permission of taleban. I dont think any state would have allowed state within a state. In the garb of peace talks the militants had started spreading to neighboring areas of Swat.
