Imran is right here. There is currently no accountability whatsoever within PCB. Butt sahab is free to run things the way he likes it. The Chairman and board members should all be elected and be accountable to a constitution
Imran Khan, the former Pakistan captain and politician, has said that the chief of the Pakistan board should be elected rather than be appointed by the country’s president. Imran felt that cricket “is in as much of a mess as the country” and said, if the president wanted the game to prosper, he had to allow it to be an institution, with a constitution and elected representatives.
“No way should the president of the country appoint the cricket chief,” Imran was quoted as saying in the Daily Telegraph. “The president of Pakistan is patron of the cricket board and appoints its chairman, unlike in most countries where the chairman is elected.”
The latest mess in Pakistan cricket includes Shoaib Malik being replaced by Younis Khan as captain, and Javed Miandad resigning as the board’s director of cricket. After Zardari came to power, many key posts in the administration were given to former players, and Miandad was the first one to quit.
Pakistan’s current president Asif Ali Zardari had suggested holding a round-table conference with former captains and other stakeholders of the game to discuss problems plaguing it. Imran, however, rejected the proposal, saying the previous PCB regime under Nasim Ashraf had “wasted millions on such conferences to no avail”.
"Why can’t Pakistan cricket be based on successful models like [those of] Australia, South Africa and New Zealand, where the talent is concentrated in six regional teams set up by nurseries below?
“Our domestic cricket is incapable of polishing a talented youngster, so it needs an overhaul. We should do it quickly otherwise time will run out.”
I think what he means is that representatives from each region of the country (Lahore, Sialkot, Karachi etc.) should together form board members of PCB (cf. counties in England where each county has a member or two representing them in ECB and the various board representatives then sit together and elect a new Chairman every so many years thru a vote)

Although I agree in principle with Immi Bhai but country which its self is starving for democracy, where "democratic parties" are run as personal estates with "ta hayaat chairman" (Immi bhai himself is no exception) it looks quite far fetched that PCB will introduce democracy within its ranks !

I disagree. It does not make sense to elect PCB chairman.
PCB chairman should be appointed based on qualification/interview etc.
Next thing you know, Imran will ask to elect supreme court judge also.

normally most of cricket playing countries have elected chairman/president of board. but for that one need elected regional set ups. and for we need real clubs not paper clubs to create regional boards. for example, clubs in karachi will elect karachi board, then all cities of sind will elect sind cricket board and then all provinces of pakistan will elect pakistan cricket board. it cannot be starts from top as who is going to vote today for chairman of cricket board. becoz all regional boards all one way or other selected people.
for technical matters all boards hire professionals. its same as board chairman needs to hire accountants for accounting department and ex-cricketers for technical cricket matters but management of board may not needed to by a cricketer.
Merit my a**e! What cricketing or administrative credentials exactly did Naseem Ashraf, Ijaz Butt and several others before them have to be given this honour… apart from being chums or buddies of the president. And what makes some of you think that merit would suffer if there is selection thru a proper vote. Why can’t these different regions select candidates (who would then make up the board) on merit (i.e an experienced not necessarily a great ex-cricketer or a good administrator who has a sharp knowledge of the game). I don’t agree that only ex-test cricketers should be made PCB Chairman but since in Pakistan the chiefs have a habit of poking their noses in every little thing, it is imperative that the chairman is someone who is not only a good administrator but also has a good grasp of the game of cricket. If he has played test cricket himself it should be considered an added bonus. In England for instance the ECB Chairman does not directly get involved in the business of appointing captains or selecting teams for various series although I am sure his advice/views are sought. That role is handled mainly by the chairman of selectors…and quite rightly too. We certainly don’t want to see another Lt. Gen (retd.) Safdar Butt (PCB Chairman during Zia’s time) who asked Qadir once, “Why do you bowl from such a short run-up? Why can’t you run like the others?” Trust me I read this in the papers.

The England and Wales Cricket Board has today called for nominations for the role of chairman for the period April 1, 2009 to March 31, 2011.
Candidates must be proposed by one and endorsed by two more from a group consisting of the 18 first-class counties and MCC.
Nominations will close at 12 noon on Monday, January 19, 2009.
One good example of a non-cricket but nevertheless an able sports administrator (admittedly not elected) is ex-airforce chief Air Marshal (retd.) Nur Khan who headed both PCB (then BCCP) and PHF in the eighties. Under him our cricket and esp. our hockey improved by leaps and bounds in the eighties
