Paying For Information/Services In Pakistan

I was reading a study in 2002 about how certain sectors in Pakistan such as police, health, education etc required an upfront paying just for information such as money had to be paid to police for verification of a passport, even avoid arrest, also money to be paid upfront to reduce electricity bills?

Is this still the case in 2010?

Reminds me of an incident recetly. Was stopped at a Naaka, pulsiya asked for papers, produced, everything was in order. Then he goes, ae Akram Butt saab, jinney dey naaN tey gaddi ae, kaun ae?
mein akram butt haaN, i said. Pulsiya goes, bus jee, asi subah dey intizaar kar rahey saaN, kadooN butt saab aan gey, tey sanooN chaa piyaan gey

One of my colleagues at work went back to Pakistan this summer, and was delighted to find that at 4 government agencies (including the police) that he needed to get services from, not one person asked for a bribe.

At PTCL, the clerk advised him on how to further reduce his bill, instead of taking a bribe to process his paperwork as my colleague had experienced in the past.

My parents are all praise for staff of rescue 1122. They arrived in 5 minutes everytime they were called, were very professional and never ask for any Bukhshish.

PTCL is no more controlled by the federal govt......

but i do agree there is some improvement in few of our govt institutions.

things are changed at fast pace in last few years, but still the level of corruption in Police, Judiciary, Health and education dept's are overwhelming !
