Maybe it's because administration has responsibility to guide them more. In case of Mohammad Amir they failed.Because they are incompetent they want to shun all responsibility by claiming players ignorance. If they were educated, then it would be another excuse.
Same story everywhere else.

I read the article. Smacks of elitism. Cricket is typically played by the elite in India and I asume in Pakistan also.

Yes, growing up in England was instrumental in the doors that opened for me. It also helped with my batting against swing, though Geoff Arnold was always a handful.

Hence 80-plus is too old for someone to be holding such an important position as PCB Chairman.
Education is important but it does not help you if you hang out with the wrong crowd or don’t use commonsense. Sports ethics and professionalism are influenced by many factors incl. education, your upbringing and your environment or circle of friends
