What difference does it make to Sindh, Baluchistan, and NWFP by the way if they have to buy wheat from Punjab with hard cash and in inter-provincial trade and higher price than in Punjab? On the other hand, hydrocarbon resources, electricity, water resources, and port cities are under federal control with respective provinces where these resources are located having no control over them.
