When the USSR economy tanked, it took down the Eastern European and Cuban Economy with it. Because Cuba supplied most of the Sugar to USSR.
It was a contained phenomenon and not a global phenomenon.
As for expenses for the War. The Iraq War is winding down and thus a decrease in expenditures.
