Not everyone flirts and no it is not ok. My fiance has done it in the past (lighthearted flirting) which I guess didn't mean anything, but I see it as a form of disrespect to me. If your partner respects you they would never flirt with another person. I've made it very clear I won't tolerate that type of behaviour...and the boy has learned his lesson...lol.
