The only non-Muslims we are allowed to marry are People of the Scripture (Jews/Christians) and that’s only the Muslim men, Muslim women are only allowed Muslim men.
Zoroastrians are not People of the Scripture.
Nothing to do with the topic but the Prophet’s :saw: companion Salman Al-Farsi 
was born to a Persian Zoroastrian family.
Maybe Zartosht was one of the earlier Prophets, maybe the Zartoshti religion (Zoroastrianism) was one of the revealed religions before innovations such as Satan being the evil twin of God and as powerful as Him crept in. Allah knows best.
