Which city would you reccomend if I was choose from the three, and why? Which city has the most things happening/places to visit?

depends on how long you are going for and what your interests are...are you goign solo, with some pals, a significant other?
I would not recommend venice for 'happening' places most times of the year. although i love the city.
between rome and paris, I am biased because I personally like Rome more, but paris may be a bigger party town than rome, again solely based on my own expereinces

how long are you goign for, and are you planning on staying in one city or do you want to move about a little.

Up to a week or 10 days. General sight seeing/visiting historical places/some sea/boating etc

I would say rome then.
not only does it have more history than paris..colisuem, circus maximus, the forum etc, but just outside you have ancient towns of hecluaneum and pompei, and you can go up to Naples, jump on a boat to take you to capri, and ischia islands..which are fantastic places.
rome itself has plenty of sites, nice dining and entertainment, but herculaneum and pompei are like 2 hrs by train, c;loser to naples.
so if you leave rome early morning, you can stop and herculanuem and pompei, spend the day , head to naples, get the boat to capri, spend a couple days, explore the grottos, go boating, its just such a nice place, and then u can go to oschia..rent mopeds ride em right next to the shore..and if u want activities there is tons of diff type of planned activities as well.
then go back to rome.
actually, depending on how adventerous you are, u can take a night train to venice too, sleep on the way, get a sleeper cabin, wake up in venice,spend a day and bail in the eve with a sleeper train or stay over night I would say stay over night, next day take a train to Siena..amazing place btw and get back to rome late eve.

btw, the itenerary i am giving you is the one beguma dn I are going to do sometme soon, without the kids. I studied in italy for a summer so explored teh place and lve it, have ben abck for work, begum has never been there so, its a place I want to explore with her, plus with bots of us being history buffs as well that polace is just fantastic.
I would also say dont rent a car there, not worth the hassle, unless u are in the country side and want tos top in some small tuscan towns etc, otherwise train it between cities and cab it in cities, cab, bus, metro combo works well.

Rome is expensive without a doubt, but not significantly different than paris, venice is not cheap either.
safety wise, u have to be watchful asyou would in any major city, there are areas u would want to avoid..be careful in general. I mean if u dont look liek w wealthy out of towner in the wrng part of town at the wrong time of day..u are fine.
My advise is very simple in these cases..do much of your sightseeing and place to palce wandering in the daytime or early evening. beyond that stick to more public places, and do point to point i.e. cab it from hotel to the restaurant and back.
venice and capri are defintely safer in that respect but be on the lookout, dont display lots of cash or walk around with a camera, camcorder, and god knows what dangling from your neck in the evening.

my recommendation is 4-5 days in Rome and 2 days in Venice.
I am assuming you are going to visit Vatican city in Rome, then you definitely need to devide it in 2 days in Vatican (St. peter's basillica (A MUST SEE) and vatican's muesuems) and 2 days in Rome (Colosiums, forums, spanish steps, Trevi fountain etc etc ).
In Venice, there is not much to do except offcourse boat rides site seeing and shopping specially Murano jewelry...I still regret not buying enough Italian jewelry when I was there :(
You will be able to find affordable hotels to stay in Rome, look for something close to Termini station which is 20-25 mins walk from main Colosium. All buses, subways, trains and taxis leave from this station, very very convienient.
Venice is very expensive. We stayed outside of Venice core city which is like 20 mins drive from water city close to Mestre-Venezia station . It is much more affordable outside.
For Rome you gotta have itenary of places you want to visit, there is so much to see and do. How are you planning to commute? taxi or bus? Just a warning taxis can be rip off and bus drivers are extremely rude so you are your own with the map. But it is an adventure at the same time exploring the city.
Rome seems fairly safe, however if you are staying in a hotel close to main Colosium, I would not hang out too much in that area after 9. Maybe it was just me but I felt all weirdos drunk people come out on streets after dark. PM me if you have any questions on Rome, Venice, Pisa and Milan.

if it is the type of person who will spend 2 days in vatican museums, then there is a lot to see in venice. There are 2 dozen or so museums, which cover all aspects of venetian history. and venice at one time was a major force in the world.
if it is someone who just wants to get a flavour, then vatican is at best a half day outingm and venice an overnight trip.
