well too many players in one fiasco and all need to be given due recognition but naturally the poor planning of eastern command was the reason we surrendered otherwise we might have got a cease fire and extricated from East Pakistan without humiliation.
The main responsibility of poor planning naturally falls on shoulders of its commander i.e. so called Tiger Niazi, people have called him to be a company commander in general's shoes. he was more busy on defending every inch of ground than realizing that neither he has the werewithal nor the forces for any such embarkment. he never appreciated the Indian plans and therefore could not effectively reply to the Indian Para Drop near Dacca and simply lost his nerve and asked the premission to surrender, otherwise Pakistan has contained delayed or contained three major Indian offensives. Also it took a lot of time for HQ eastern command to convince the fighting formations to surrender. This is a classic surrender in which the forces were fighting though retreating and might have achieved a cease fire and extrication with honour in due course of time but the comand HQ was eager to surrender as they never appreciated that Indians would embark on such a big para drop and their own lives got threatened due to possible artillery shelling. This might seem to be to much a generalization but the fact is that it is the commander's neck which comes under the sword and rightly so he deserved that.
