Predator doesn’t use GPS - it fires Hellfire missiles, which are laser guided like the weapons China is offering.
GPS targetting is not used for hitting mobile targets. It is used for stand off attacks on static targets, when you don’t want to get close enough to point a laser at it. Most drones weaponry tends to be laser based - the drone operator controls a laser on the drone, which guides the missile onto target without the need for satellites.
Satellites are used for Predator drone control due to the fact that the drones are operated from the continental USA. For Pakistan’s purposes, drone operation would be perfectly fine through regular radio links.
