The Northern areas were not given the status of a province because part of them are contested territory that was originally part of Kashmir pre independence.
I am sorry who are the Seriaki and why do they deserve a seperate share of resources? Please don't tell me you are one of those guys who beleives in communal supremcy over that of the country?
As for Balochi and their own province? Because historically Balochistan consisted of seperate princely states that were all balochi. Obviously you need to read more about Pakistan's history and not think on communal lines.
