Pakistan would b paying about 12-13 Rs/unit for coal based power as well. Some how our governments cannot negotiate a deal in our favour. The government is asking the regulator to factor-in increase the cost of production and decrease in efficiency. Yep, less electricity at higher rates.
Move to raise tariff for coal-fired power plants - Pakistan - DAWN.COM
An official said the change in basic parameters being sought by the ministry meant the average tariff for a 600MW plant would go beyond 12-13 cents per unit, an increase of more than 30 per cent, and hence may deprive the nation of the benefit of cheaper energy. The government wanted to go out of the way to facilitate Chinese firms, he said.
The ministry has asked Nepra to increase the per megawatt cost for a 200MW plant by 36 per cent to $1.70 million. It has sought an increase in the cost by 28 per cent to $1.50m for a 600MW plant and an increase in the cost by 32 per cent to $1.40m for a 1000MW plant.
Secondly, the government has asked the regulator to reduce plant efficiency rate for a 200MW plant to 36 per cent from an approved, and notified, 39.5 per cent. It has sought a reduction in the efficiency rate for 600MW and 1000MW plants from approved 42 per cent to 39 per cent.
Thirdly, the regulator has been requested to double the operation and maintenance cost of a 200MW plant from 48 paisa per unit to Re1 per unit.
The government has sought to increase the cost for a 600MW plant by 41 per cent to 65 paisa per unit and by 40 per cent to 60 paisa per unit for a 1000MW plant.
**An operator of a power plant said the three factors would contribute to higher upfront tariff ranging between Rs12 and 13 per unit against the existing upfront tariff of Rs7-9 per unit.
**
He said allowing per megawatt cost to go beyond $1.25m was unrealistic even for German and American plants, but here the government was offering up to $1.70m per megawatt cost to Chinese plants.

Investors for the power plants (which Sharifs had been signing up left, right and center, and boasted of billions in investment) have been guaranteed returns of upto 30+% on the dollar....which essentially means that if and when the rupee deteriorates, this percentage will increase as well. There are reports that a lot of these investments will be made by 'friendly folks'. And yes, this will come out of the consumer's pockets...and yes, circular debt will be our friend for years to come.

Re: Pakistanis paying highest electricity bills in the region
Why cry? … When Pakistanis love thugs, support thugs, and elect thugs than what they expect?
Well, there is only one solution for average Pakistanis. Live the way Thugs who rule them live. That is:
1: Get your electricity meter thrown out. If you want to, you can burn your bill, and then electricity company would do the job for you, take away their meters. That would stop any further bills to increase your blood pressure.
2: Use Kunda, it is legal and best discovery of the century, especially for Pakistanis. Even Thug Prime Minister Nawaz uses Kunda. Connect kunda with all phases of main electricity wires passing by, so least load shedding.
3: If you want electric meter at home, than that is also no problem. Fix Rs 1000 to line man a month and get electricity bill no more than couple of thousand. You can use as many air-conditioners you like without worry of shutting them down, can have 10s of light bulb shining inside and outside your residence, let them even be on during day time, no problem. Be assured that ‘line man’ would do his job efficiently. Do not worry or feel guilty, as lineman also has to live. When Prime Ministers, ministers, judges, bureaucrats, policemen … well, when all are looting the country than why not lineman? You can also chip in with a bit of good work, getting low cost electricity … ‘yea aap ka haq hay’.
4: Agar aap dar rahay ho kay shaid lineman kuch garbar na kar day, then also no problem. Call a talented electrician who would by-pass your electricity meter for all your heavy consuming electricity appliances, and a token passing through meter. If lineman comes to your house give him a gift (picture of Quaid), but if he start making trouble, tell him bluntly that if he makes problem, or your electricity connection is affected, than he would go to hospital or jail. Be ready to give gift (picture of Quaid) to policemen if needed, amount would depend on circumstances and situation.

Aap nay yea kiya baat kee? Be fair. ![]()
Baat simple see hay. Even if one can afford electricity than also why one should pay for electricity when it is available free?
If Thug Nawaz, Dacu Zardari and most ministers are using electricity free, when police stations, courts, and government departments uses electricity free, when politicians, judges, bureaucrats and police uses electricity free, than why a Pakistani citizen should pay for electricity? … Are thugs to whom one pay for electricity, any special than Pakistani citizens.
It is old proverb that … when in Rome than live the way Romans live … or … when in Pakistan live the way Pakistani live … well, live the way People responsible of Pakistan live. Yea baat samjhna atna mushkil tou nahi?
Learn to live from the thugs of PMLN … as this is how Pakistanis should live across the country … watch and learn:

Yup but you can afford that. The lower income families can't afford that. Its all about purchasing power parity. What your income is, what you can afford and what is an extra burden.
The basic amenities should not form a large portion of your budget when you don't have access to it consistently 24 hours a day.
Re: Pakistanis paying highest electricity bills in the region
Do you want to know how ‘minister of water and electricity’ … ‘Khawaja Asif Bijli choor’ uses electricity? … So Pakistanis should learn from the great minister Khawaja Asif … on how to live in Pakistan.
Another ingenious way to pay low electricity bill is having numerous meters, and one should limited amount electricity coming from each meter, so that one pays lower tariff, as country for propaganda purpose charges low tariff rate for using electricity below 200 units.
What one should do is get 10s of meters on property, what Nawaz Shareef has done. He has 43 meters at his Raiwand palace. That means, if NS uses 84000 units (43 times 200 units) he would still be paying poor’s rate. This method is call google, PM style.
Well, here also one have to give ‘picture of Quaid’ to lineman, so that no one object. Obviously for Thug Nawaz, instead of giving picture to lineman, he takes picture from lineman for their appointments … that is something average Pakistanis cannot do.
Re: Pakistanis paying highest electricity bills in the region
Government can not help with this tariff hike, these are being increased due to IMF conditions which whether we like it or not are necessary in order to reduce the trade deficit, so that Pakistan does not default on loan payments
Electricity conditions have improved significantly, specially in Karachi. Load shedding is timed(3-4hrs a day) and that too only in areas where recovery is less than 70%, and under serious breakdown conditions. We have huge transmission losses, K-Electric's grid is the most lossy in whole Pakistan accounting for around 40% loss of produced electricity including theft. Lahore and Islamabad are also improving in distribution and generation. I know load shedding is unacceptable, but given the fact that we are a begging nation, we should be thankful for this improvement, and if possible help spread awareness of energy conservations. People who can pay, keep their appliances on. Its not about purchasing power parity. This is a limited resource in Pakistan, if I can pay doesn't mean that I should use it to the maximum limit.
And I don't have any proof but I can seriously bet on this that people who can't pay are doing the same just like they are bringing more mouths to feed than they can afford.

Re: Pakistanis paying highest electricity bills in the region
I think majority of you people would know this but for those who don't here it goes.
Electricity Supply companies, all of them including KE, and WAPDA and distribution ones HESCO, LESCO, PESCO, IESCO all provide their authorized kundas. These are temp connections in areas where installation of meter is infeasible which are installed by company representatives. For Karachi I know places like azam basti, some parts of lyari, north karachi, mehmoodabad, landhi and other such underdeveloped areas are mostly catered through these connections. These areas have submeters for the whole mohalla and on monthly basis company recovery personnel collect bills based on equal distribution of sub-meter.
I am not denying that people don't steal electricity but the majority of the loss doesn't comes from theft. It is either from inefficiency of network or non-payment of bills by resourceful people and mostly government offices and buildings which include state run hospitals, SSGC, Civic Center and other such places.

Per capita income is roughly around 1300USD, how can people be paying 30k-50k of electricity bills, lol.....
