The obvious answer is that CIA only goes after people it is interested in. They don’t care about enemies of other countries if they are no threat to America.
This is why American drones usually target Taliban members active in Afghanistan since this is where Americans are killed; and hardly ever attack Taliban members active in Pakistan since Americans do not care about eliminating Pakistan’s enemies. Americans would especially not attack Pakistan-focused Taliban because Pakistanis in general despise drone attacks.
American interest comes first in the eyes of Americans. It is neither Afghanistan nor Pakistan that they are interested in. Now that America wants to leave Afghanistan, it is willing to engage even Taliban in talks provided that they agree to abandon attacks against American interests. In other words, America would not say anything no matter how pathetic barbarian government Taliban come up with, if American interests are guaranteed.
And this won’t be the first time. America’s best friend in Middle East (second best friend, actually) is a medieval society with similarly repressive laws and archaic system of governance … Saudi.
