OBL couldn’t be be charged because he was never arrested. You cant charge someone who runs of and hides until you catch him.

TTP was not created to fight India. TTP is an offshoot of the original Taliban run by Mullah Omar, which was created to be a proxy of Pakistan in Afghanistan. They are allied with groups who’s main target is India and want a liberated Kashmir. Those groups are mostly Punjabi and were created by or supported by the establishment in Pakistan. TTP attacks the Pak govt because 1. Pakistan is allied with the US in Afghanistan. 2. The Taliban want power, and they want to spread their ideology, and the Pakistani establishmet is all that stands in their way.
The reason there are no attack in Kashmir is because the Pak govt is no longer facilitating extremist groups fighting in Kashmir, since peace is now in vogue and the govt is distracted by happenings on the Western border and domestic issues. Unfortunately, those same groups whos interests overlapped the pakistanis, now run counter to Paks. hence they are also now enemies of the state.

**A person who has not been arrested can be charged. The prosecutors can write up and present the charges, and have a judge issue a warrant for the arrest of the suspect. Sometimes years can go by before the charged person is located and arrested.

If the TTP is allied with Afghan Taleban then why is the US not eliminating them? Mercenary gave 2 names for TTP militants that had been killed by US drones out of about 2,000 killed so far. One of the principles of warfare is MASS. Now why is the Taleban diverting its resources to launch a new front when they need to concentrate their resources for a push against their immediate enemy no.1. Pakistan will always be there, and they can fight Pakistan another day. Why are they trying to weaken themselves and also get a lot of bad publicity at a time they need public support? However the fact is the TTP has nothing to do with Taleban and is sponsored by foreign agencies.
