Not sure if it is unique to Pakistan, but at the highest levels, people just don’t give up. Its like yo, you had a chance, you got it or you blew it, now go away do something else. Do these people ever retire?

Most, not all, people in US once they lose the race for the highest post, just walk away.

why do we have the people in Pakistan just hanging on, whether its party leadership or its vying for the highest post.

At lower levels things may be more comparable, because see in UK and US the MPs or congressmen/women hanging on term after term whether i majority or opposition.

are there any stats on avg turnover in houses of parliament or cabinets or party leadership.

A good observation. But comparing Pakistani politicians with politicians of America and West is just like comparing apples with oranges. The good comparison is with India as India and Pakistan shares many things common, as once Pakistan was part of India. Indian politicians are also corrupt and almost behaved the same way as Pakistani politicians. The only difference is accountability. In India judiciary is very strong, independent and almost neutral. The supremacy of parliament over military and powerful judiciary made India the biggest democracy in the world. Coming back to Pakistani politicians, very rarely a corrupt politician is held accountable and those who made accountable were mostly by dictatorship opposing the generals in power. Mostly the corrupt politicians, who were in the government before dictatorship, continued their perks and corruption by supporting dictatorship and who so ever dictator in power is happy to get them in the government to prolong their illegal rule. Same is true for corrupt judiciary of Pakistan; they immediately change their loyalties by taking pco nonsense and continue their corrupt decisions against the interest of country.

Keeping in view the above paradigm, Pakistani bagharat politicians continue their corruption and rule without considering the interest of people and country. Even in biggest disasters they do not resign as their conscious are dead. There are some exceptions but very few.
