Hi, i want some help please
I want to travel to dubai , but my passport expired but i have no nicop or identity card , can i get a passport without it ??
please help i want travel fast

You can get a 6 month renewal but you are required to send the nicop application along with that. when your nicop comes back then they will re-renew your passport for 5 years.

But like i dont have any card under my name , you know like i think its called shanakhti card, i can still apply for a new passport?

you can get your passport with the "bay form" or the birth certificate if you were born in Pakistan!
why not just call the embassy n check with them? check out their website too.. it should have some information!

But iam 22 , i dont think they can use the bay form?

Any Pakistani who live abroad should have NICOP card. If u don’t have NICOP card then u can apply it in nearst Embassy/Consulate General of Pakistan, alongiwth these documents.
- 2 latest photograph
- Copy of valid passport
- Copies of Parent’s CNIC or NICOP
- Reference of any Blood Relative i.e. ID card No. of either Father, Mother, Brother, Sister, Son or Daughter.
- Copy of Birth Certificate (for first time registation only)
- Incase of applicant is married, copy of Marriage Certificate (for first time registration only).
- Spouse’s CNIC/NICOP card Number (incase of applicant is married).
- NICOP Card should be attested by any CNIC, NICCOP or POC card holder.
- Important: If ur have ‘B’ form or ‘CRC’ certificate then u must attached it.
Form ‘B’ (bay form manual hand-written) ‘CRC’ issued by NADRA and its Computerized Registration Certificate’ mean form bay.
The Embassy/Consulate will send ur documents to NADRA HQs and ur NICOP Card will be ready within 2 months if there is no objection on your documents.
As u told ur travelling Dubai. The Embassy or Consulate will issue ur passport for the validity of 1 year or 2 b’coz u don’t have CNIC nor NICOP. When u reach Dubai and visit Embassy or Consulate of Pakistan in Dubai. They will send ur passport (only copies) back to origin issuing authority (Pakistan Embassy in Canada) to get NOC to extend ur passport to full validity. This process will take 3 to 6 months. If u don’t want to wait this much longer. Then i suggest u to give ur original NICOP Receipt to any of ur family member, relatives or any friend by giving him authority letter that he can obtain NICOP card on your behalf and to send it to u in Dubai. Once u received ur NICOP Card then Dubai embassy or Consulate will extend ur passport to full validity without getting NOC.
If your expired passport is MRP, then on its first page on right hand u’ll see 13 digits CNIC/NICOP number. Incase of hand-written passport then u can find 11 digits of 13 digists MNIC/NIC/CNIC number.
KINDLY NOTE THAT DUBAI IMMIGRATION ONLY ACCPET MRP (MACHINE READABLE PASSPORT) IF YOUR PASSPORT IS MANUAL (HAND-WRITTEN) THEN DUBAI IMMIGRATION WILL NOT GRANT U ENTRY INTO DUBAI.

what is more important at the moment?
travelling to Dubai or getting a Pakistani passport 
can you take care of your travel requirements by travelling on your Canadian passport, you will need a visa for UAE though, before you fly, and at the same time initiate the Pakistani passport process for future travel requirements
The pakistani passport process can be pretty long and frustrating, specially when you dont have the proper paperwork , the dumbos at the consulate cant do anything but send everything to Pakistan to be processed so you are the mercy of some half mind clerk sitting in a Govt. office in Pakistan who might return the whole pullanda of papers back to toronto because you did not dot your I’s and did not cross all your T’s etc. The consulate guys are absolutely powerless and can not take a decision.
I have been through this process once and it was doubly frustrating because for every small mishap with my paperwork i had to take a day off from work and commute to Toronto all the way from Waterloo
