it could be used for several purposes!
-during floods, supply of food!
-one can attach floats, instead of wheels it could land/takeoff in water
-can be used in miltary
-for agricultural purposes
-geological surveys
-traffic control
-air ambulance!

So is that a powered hang glider? Some sort of microlight or nanolight? What makes this particular construction novel?
the fact that one guy was a not-so-special motor mechanic, and he watched that movie long time ago, since then he was trying to make this plane (glider) himself, he did not get any training to do that and it was self learning, he sent his younger brother all the way to austria to learn flying (to make it legal as he mentioned) and then come back try his brothers "plane", and the fact that the thing really works! thumbs up for both of them

Ok ... so the plane itself is not the focus here ... it is the fact that it was made by an illiterate mechanic that makes the idea one worthy of note!
I was just thrown by the thread title ... it should have been ... "Average Pakistani builds functional nanolight in his repair shop"
or "Cheapest build, Highest Asian flight, average Pakistani"
The whole motivation for the mechanic was to build a plane as shown in James Bond movie (you can see it in the very beginning of the video).
So nothing wrong for mentioning this in the title, :)
