‘Ineffective’ action in plagiarism scandal: HEC not to sanction more development grants for PU

ISLAMABAD: The Higher Education Commission (HEC) has decided that it will not sanction development grants for the University of Punjab (PU) in the next financial year after the university failed to take effective action against teachers involved plagiarism.
According to a press statement issued by the commission on Tuesday, the decision has been taken due to the “lack of any effective disciplinary action against faculty members of the Centre for High Energy Physics (CHEP) of the PU, who are guilty of plagiarism”. “In light of the decisions taken in a meeting with the prime minister that governance and quality assurance issues should be linked to funding, any university refusing to take stern action against plagiarism and intellectual theft will have its grants cut off,” the statement said.
“Universities are expected to put a stop to such malpractices, instead of condoning them,” the statement quoted HEC Chairman Dr Attaur Rahman as saying. He added that plagiarism was the “academic death of a faculty member”, and that “His (the faculty member’s) academic career must end if he is found guilty.”
The statement said that the commission would block any further development grants of universities that did not take “clear and decisive” action in such issues.
Plagiarism has always been a widespread practice in the country’s academic circles, but now the HEC has adopted a policy of “zero tolerance” against plagiarism and directed universities not to tolerate such activities. The CHEP has been at the centre of a plagiarism scandal, involving the centre’s director and four lecturers.
After the HEC demanded an inquiry into the allegations, the PU syndicate decided to issue a warning to faculty members.
According to the press release, faculty members concerned had copied excerpts of an article by physicist Prof Chris Llewellyn Smith, former CERN director general, and then published it under the title ‘Science in Africa’ in a South African international publication without acknowledging the original author.
A complaint regarding the issue was also lodged with the HEC chairman by the CERN officials. The HEC is also considering similar sanctions against the University of Sindh, Jamshoro, if the university does not take action against its faculty members who are accused of plagiarism.
