would a Pakistani cell phone work overseas UK)? the user does not need to use it to make calls but just wants to be able to recieve important calls. would it work? and secondly any idea of the charges

It depends on what service they have. I take my t-mo phone to khi and it works using the Mobilink service (ofcourse the charges are horrendous). So I'm guessing Mobilink has affiliations to international networks.
1.) needs roaming to be activated. It might be that T-Mobile has It activated without having to adjust settings. Maybe things have changed by now.
2.) dont know much about that. But shouldnt that be a standard feature?!
If you want to be cheap use your Pakistan # as a pager and return the calls using a local UK sim card.
cost is not as much of an issue as being able to get calls on that phone. it probably will not be used to make calls since they will be at their home in UK, They justy have given this number fo ppl and are concerned that they will miss important calls. so I am trying to figure out how to set the service so they can get voicemails, and the phone works in London to recieve calls.
Pakistani Mobiles work perfectly fine, if u mean Pakistani SIMM (number) then they must contact the GSM company in PK & activate roaming & also voice mail if required.
I have a Telenor SIMM with Roaming activated, worked like a charm (I checked it in Hunagry, no UK). Even though its not cheap to have roaming.
If u mean phone sets, GSM frequencies in Europe & Asia /Australia are same, no problem with the phone sets either.
