It happens again. Our politikos want all the power and yet they act so childishly during one of the most important aspects of democratic traditions: Planning and presentation of national or state budgets.
Regardless of the place be it Islamabad, Lahore, Peshawar etc. opposition walks out, curses, screams during budget presentation.
When will these politikos learn that they ought to be working on opposition’s budget numbers, then sit with treasury benches and go over line by line to make sure things are done right.
Unfortunately it is too much to expect from our so called demo-crazy enthusiasts.
p.s. just in case some Bharatis show up in this thread, mind your own business. Your politikos are doing the same touting hartals (strikes) etc.
All they (opposition) know is to do "booooo" and walk-out, they are unable to chalk out a plan, unable to criticize constructively.... they just want their faces in newspapers, whether they be the opposition of this "government" or past. For some reason our politicians think that if you are in "opposition" seats, you MUST "boooo".
walkouts should be banned, strict attendance should be introduced , evaders should be stripped of membership.
they walkout when they tired of hooting and making noise. ignorant politicians has nothing to do better. if they so put off by assembly they should resign. time and space wasters with no agenda, just has couple of statements, "this is anti poor budget.. " or " budget sirf numbers ka palanda hey.."
dumb a$$es never came up with any constructive improvement, or when criticising never compared with their own past policies with true facts and figures.
Opposition bashing aside, the reality is the opposition are regularly attending sessions..it's the government with it's 40 theives cabinet that rarely maintains a quorom. Practically opposition members can only issue cut motions for increase in spending in Pakistans budget..they have no power to issue motions slashing expenditure. Basically the rest of the budgetary control is done through the executive na dthe assemblies are powerless, you have SRO's unannounced price increase and mini budgets.
To figure out Pakistans budget making system properly you have to remember the following out of the entire budget:
Almost 37% is the military budget and civilians are not allowed to look into that
Another 30%+ is debt repayment which again the assembly cant touch
Out of the remaining some 30% at least a third to a half goes to salaries and running costs ..so basically the government only discusses 15% of the budget in the assembly the rest of the devlopment budget is funded through more loans and foreign aid again which are not discussed in the assembly.
its only budget that opp or govt members are contributing towards people of Pakistan.
Budget is made by economists and professionals.
Zakk when would you stop thinking about the imaginary ideal world scenario for Pakistan??
improvement needed on both sides govt and opposition. topic was whats opposition role??? is it good or bad? criticising govt need a new thread i guess. not every thread!!
Yes this is a serious issue, agreed the budget isnt an example of perfection, but it's also agreed that no govt in the past has had as qualified, experienced and well suited commerce and finance ministers as today; everyone knows Shaukat Aziz's profile, Humayun Akhtar with his controversial stuff aside, is an actuary. it's bizarre and laughable when politicians having little clue abt how economics works beyond 'intro to eco' books come up and criticze each and every aspect of the policies just for the heck of it and the biggest catch they find 90 out of 100 times is the defense budget or the armoured limos. If they know so much, they ought to know these two angles are not the ONLY angles to the policies.
Criticism is must, but only as long as it's postive and useful, here the opposition criticizes for selfish agendas not the nation.
