They could be in Dubai for any number of reasons!

• ICC head office is based in UAE - perhaps invited by ICC to discuss cricket, DRS etc.
• in Dubai on a private visit and got free passes from ICC

etc.

I know brother…just doing a teaser there.. however I think they did witness a well plyed innings!
