KARACHI (Reuters) - Shaharyar Khan, the Chairman of the Pakistan Cricket Board (PCB), said on Monday the board would not accept Australian umpire Darrell Hair for any matches.
“We are going to make it clear to the International Cricket Council (ICC) that we are not going to play under the supervision of Hair in any future matches,” Khan told Reuters by telephone from London.
Hair and fellow umpire Billy Doctrove awarded the fourth test at the Oval on Sunday to England after Pakistan refused to return to the field after the umpires had imposed a five-run penalty against them for ball-tampering and changed the ball.
The ICC chief executive Malcolm Speed said Pakistan could face further charges for their refusal to take the field when the two umpires meet for further discussion on Monday.
Shaharyar, however, said the Pakistan team, both boards and even the match referee wanted to resume the test but Hair did not move from his view that under the law Pakistan had forfeited the game.
“Even the match referee, Mike Proctor, was keen that somehow the match should be held on the final day and that some flexibility was needed to be shown by the umpires. But Hair refused to listen to anyone,” he said.
“We were also willing to give in writing that the umpires were entitled to change the ball and they didn’t act outside the law. We accepted that,” he added.
While stressing that the PCB did not have any axe to grind with Doctrove, who will supervise the first three of the five one-dayers, Shaharyar said the PCB in the past also indicated to the ICC that it was not happy with Hair’s attitude.
SOURED RELATIONS
Relations between the Pakistani players and Hair came to a head last November when Hair and fellow Australian umpire Simon Taufel were blamed for being ignorant of the laws in giving captain Inzamam run-out in the second test against England.
Inzamam was declared out after England’s Steve Harmison, the bowler, knocked down the stumps at the striker’s end when it seemed Inzamam was not attempting a run in Faisalabad.
Shaharyar said Pakistan would send a letter of protest to the ICC over the umpires’ verdict of ball-tampering and the subsequent forfeiture even though Pakistan were prepared to continue.
"What happened on Sunday could have been avoided. There is no doubt that the law about ball tampering is very clear but it is arbitrary and regrettable. The umpires didn’t even bother to ask our players what had happened.
“We know for a fact that no ball tampering took place. Several times the ball hit the concrete when (Kevin) Pietersen was batting. The ball was in a condition one would expect a ball used for 56 overs to be,” he stated.
He also defended his team’s action to not come out immediately after tea to register their protest.
“They didn’t come out because they were wronged. The decision to change the ball was pre-meditated.”
Since last year, Hair has stood in every series played by Pakistan.
Shaharyar also made it clear that the one-day series against England was not in any danger of not being played.
“The boards and players even wanted to carry on the test match on Sunday. We felt sorry for the paying public.”

Why did it take such a strong shove from Darrell Hair to make PCB that statement? Why didn't they decline English tour when they saw name of Darrel Hair in the list?

They should have tried to make an effort and sue him for making a mockery of cricket on Sunday. They should have sued Hair for accusing our players of cheating without any solid proof. They should have sued Darrel for being an arrogant umpire who does not referee fairly. Why are they acting like judge and jury at the same time? Take it to court morons.

PCB chairman attacks Hair
Shahrayar Khan, the chairman of the Pakistan Cricket Board, has launched a scathing attack on the Australian umpire, Darrell Hair, accusing him of intransigence and insensitivity, and has requested to the International Cricket Council that he never officiates in a Test involving Pakistan again.
Speaking to the media at the Marriott Hotel in North West London, Shahrayar described the incidents that led to the forfeiture of yesterday’s fourth Test at The Oval as “a grievous blow to the spirit of cricket,” adding that the team was “deeply indignant” at the manner in which the ball-tampering issue arose.
"Darrell Hair has trained his guns on the team," said Shahrayar. **“It is a slur on the players and a slur to Pakistan itself. The team has had problems with him before, and have lost confidence in him as an umpire. They are deeply offended by his attitude. Ask the Sri Lankans, ask the Indians about the same man.” **
The ICC, however, has told Cricinfo that they will not be dictated to by their member nations when it comes to appointing umpires for specific series, citing the problems recently encountered in Italian football when certain referees are assigned to certain games.
“We are not dictating to the ICC,” insisted Shahrayar. "When we have previously raised this issue, they have said that they have very few umpires, and that it is not always possible to suit every country. If every country were to say, "I don’t want A, B, C, I want X, Y, Z, that would be wrong.
“But I think our case is somewhat different. It is not the fact that Darrell Hair is a bad umpire, Darrell Hair is a good umpire. Our team has a problem with his attitude on the field. That attitude has upset our team more than once. If the ICC is sensitive to countries and to boards, it will take due cogniscence. We have not raised this issue about any other umpire. Billy Doctrove, we welcome.”
Shahrayar reiterated that Hair was the single bone of contention for the Pakistanis, adding that the spirit between the two teams had not been remotely affected by the issue, and that both sides had been ready and willing to take the field in yesterday’s final session, and get the game back underway.
“Cricket is a bridge of peace,” he added. “In these days of tension outside the cricket ground, what a wonderful site it is to see cricket between a Muslim country and Muslim people, and England, the majority Christians. Why destroy this bridge of bridge? Why go on and on with intransigence, saying 'No, no, no, we will not resume [the match] I find that very difficult.”
Hair however was doing nothing more than following the letter of the law, and in that respect the Pakistanis have been hoisted by their own petard, after refusing to take the field after tea in protest. **“I don’t regret the protest at all,” insisted Shahrayar. “It was entirely justified.” **
Even so, there seemed to be some confusion about the events of the afternoon, with Shahrayar claiming that the ball - 56 overs old - had been damaged by a spate of sixes from Kevin Pietersen that had bounced off the concrete. In fact, Pietersen only started hitting sixes after the ball had been changed.
For all his positive noises, Shahrayar stopped short of offering a full assurance that the remainder of the tour would go ahead as planned. **“I don’t want to answer hypothetical questions,” he stated. “Our decision is that we should play the five one-day matches, but we’ll cross that bridge when we come to it.” **
Nothing can be resolved until such time as Inzamam-ul-Haq’s Code of Conduct hearing has taken place on Friday. Inzamam faces a ban of up to eight one-day internationals after being charged with a Level 3 Code of Conduct offence for bringing the game into disrepute. However, as Inzamam told Cricinfo this morning, it is the lesser charge of ball-tampering, a Level 2 offence, on which this entire issue hinges.
Consequently, the PCB have taken a somewhat contradictory stance on the Level 3 offence, insisting that they will challenge the forfeiture, but will not be seeking to alter the result of the match. “The England team were willing to play,” commented Abbas Zaidi, the PCB’s director of board operations. “That is a great tribute to the spirit between the teams.”

Billy doctrove will be the umpire for the first 3 ODI's during Pak-Eng ODI series. Daryl Harper will be for the last 2.

This is a clearcut misdemeanor of ICC in translation "F** you, You don't tell us what to do we will assign what ever name to a game that we feel appropriate
and besides we are short of umpires"
The point still remains unaddressed ! If Pakistan or any other member complains about certain umpire,,, Why would ICC always chosese to throw the case out'a the window?
Are'nt these bastarrrds(ICC) guilty of fueling the burning fire ?
