MFN is a reciprocal agreement. India had given MFN status to Pakistan in the Nineties.

THe agreement allows two nations to treat each other at par with its other favoured trading partners.

India already puts restrictions on pakistani channels (not just PTV), so why would they allow “free trade” to really work?
