locals list is inaccurate by 37 so its almost 50% inaccurate to begin with. now as far as training or planning you do not always need weapons, the planning could be for attacks in the future. etc etc etc

all reports indicate that the number of deads is 80+, so infact govt listing is around 50% inaccurate :p
