Regarding partial list of blasted terrorists, by Government:**
Information, having partial list of names, given by government, shows that government is serious and truthful. The reason being that, government gave the information of all what they could collect and since they could not collect enough information of others, government restrained themselves into cooking up things. Else, if government were cooking up the names, we would have had complete list of all blasted terrorists.
As for tribal, since their information was mostly cooked, they made up complete list within no time (of cooked names).
