I am not sure if it is totally a good thing though. It might that along with foreign moeny comes foreign control.

62 percent shares are still with Pak Government so I dont think 26 percent of Etsilat allow them anything they want to do without government approval.
there is an other authority PTA that regulates telecom opperators withing the country.
