Nothing makes me more mad than seeing incompetency & pure cruelty on part of this govt, and its total neglect for survivors of the last summer flood. These thieves and thugs from Zardari downward everyone of them should lined up against a wall and shot. :frowning:

Pakistan’s flood aid ‘unspent and mismanaged’

ISLAMABAD: Mismanagement and misuse of cash are hampering relief efforts for Pakistan’s flood victims with nearly 60 million dollars in a prime minister’s fund still unspent, officials say.

Catastrophic monsoon rains that swept north to south in July and August affected 21 million people, consumed entire villages, wiped out agricultural land and destroyed industries in the country’s worst ever natural disaster.

Foreign donors have stumped up just half of a UN appeal target of 1.93 billion dollars, sparking fears for 6.8 million who need emergency shelter as winter sets in, while farmland could remain flooded for another six months.

But officials say efforts to rebuild 1.6 million homes are being compromised by infighting between federal and provincial authorities, and express amazement that a 58.5 million dollar prime minister’s fund remains entirely unspent.

Shabbir Anwar, a spokesman for Prime Minister Yousuf Raza Gilani, said plans for the money were still being finalised as part of a national recovery plan.

“The government has prepared a national strategy for rehabilitation and reconstruction. The details are being finalised by the financial division,” he told AFP.

But a top Pakistani official said “malaise” at the heart of government was to blame for inaction, as thousands of families remain camped out on roadsides in makeshift tents.

“Once a decision is taken at the highest level it must be done — but it doesn’t get done,” he told AFP on condition of anonymity.

Huge swaths of Sindh province in the south remain underwater. From the air all that can be seen in the worst-affected parts of Dadu province are the tips of trees jutting above inland lakes.

Just outside Gul Mohammad Chandio village, families languish under tents overlooking fields submerged in water, clamouring for the relief that they say has failed to arrive in the months since the disaster.

Villagers returning from relief camps by donkey found homes still flooded or destroyed. A chair balanced on a rubber ring was the only way to ferry people across a flooded street.

“We’re very worried about our income because our land is under water. Nobody has helped us,” said 45-year-old Mohammad Khan, who returned to his home with seven children to find a pile of rubble.

“Please rebuild our homes. We’re worried, we don’t have anything.”

UN officials have complained about a lack of international financial support for Pakistan, blaming that partly on the government’s poor reputation for mismanagement and corruption.

The World Bank has put the overall figure for flood recovery at 9.7 billion dollars.

But despite crippling debts, the federal government insists on doling out the money itself to rebuild schools and hospitals, and has asked donors to contribute only to a cash fund, rather than offer infrastructure assistance.

Under a cash compensation scheme, 1.6 million of the worst-off families should each receive more than 85,450 rupees to rebuild their homes using an electronic card system.

The United States has been quick to endorse the fund, with US envoy Richard Holbrooke telling a development conference in Islamabad that its aid could be fast-tracked into the scheme.

But the World Bank has refused to back the scheme until the fund is made more transparent and accountable, and there have been widespread reports of problems with the cash card system, said Oxfam media officer Amil Khan.

“We have reports of people not knowing how to use the cash cards, machines not having any cash, not having any power. There have been issues of access…it’s a significant issue,” said Khan.

Head of the National Disaster Management Authority that coordinates flood relief, General Nadeem Ahmed, said he has “strong reservations” over the plan because there is no system in place to oversee the home rebuilding.

Of the 1.6 million homes earmarked for construction, he said 400,000 needed to be built elsewhere to avoid flood plains and fault lines in the earthquake-prone country.

“People are making houses and schools in the river beds,” said Ahmed.

“We want to make sure that whatever reconstruction we do must make use of the opportunity to build back better.”

USAID officials met Pakistan’s National Accountability Board last week to discuss allegations of misuse of American money by aid organisations, a Pakistani official said on condition of anonymity.

dont know at what time we stop ourself to blame on others... its WE ARE letting them looting and eating eveything, am realy tired of this kind of threads, i know u know and every single educated person know that whats goin around and still a lot of dump sick minded believers living in paradise of foolishness to make them our rulers again and again and again... this verse is quite fit on us... They are waiting for AZ to be "shaheed" so they can build a big 'AZ shaheed park' with a big statue, probably showing off a bunch of dollar bills in his hand :D, thats why they are saving all that money.

*I don't know why you brought Zardari into this. He has noting to do with genuine objections raised by the government officials and World Bank. Government is handicapped because people wants to build house again on the river bank repeating the mistake. Next flood will again wipe out these houses. If I understand clearly that misuse of aid money has done by aid organizations or NGO's. After saying this funds are under direct control of PM not with the president. Dragging Zardari into every thing in Pakistan is just unbeleiveable hatred against one soul. *

Do you think it is funny? I am not a blind supporter of any one including Zardari. But it is rather unfortunate and shameful for the country whose President is afraid of being killed like Liaqat Ali Khan, Zulfiqar Ali Bhutto and Benazir Bhutto, all elected PMs from Sindh by the same people. If president of a country is not safe, who is safe in Pakistan? These leaks clearly disclosed that military leadership and ISI were deadly against their own President but could not do anything because of restriction of their master, the great Uncle Sam, greater than God on earth. Ignoring the election process by Kyani and demanding change Zardari with ANP leader who does not enjoy popular vote is a shame and insult to democracy.

So whats new in it... this was the reason internally and locally govt was failed to collect money.. people had and have sympathy with the people effected with flood but they know that Pakistani leaders would not let the aid pass to these victims.. so they were hesitant to start with...

I wish this aid wasn't given to them but to reliable NGOs. I wonder if we will ever see change in our political system and get rid of these bhutto, sharif, etc brands.

What does it all have to do government not giving sh!t about people affected by floods? You can cry all about your party vs establishment in other threads, but this one is about government not doing a thing for people while collecting all the money, adding new tax. I don't give a **** about people who get killed while kissing foreign arses to get in power.

Why only elected people from Sindh? ZAB was not a$$ kisser of USA. He was killed by big a$$ kisser of Sam. You don't care because all these elected leaders belonged to Sindh?? Regarding slow process of utilizing funds, read the main article again and read my earlier respond to Shamraz Khan. You are not naive, not to understand any complexities of the situation. or are you?

I don't care about who from what part of the country is killed, I think as a "Pakistani", not as a Sindhi, Punjabi, Pashtun, Baluch, Muhajir, Seraiki. What I care about is the 'achievement' of that leader, what s/he stood for, what s/he did for the country etc.

How about diverting funds of 2005 earth-quake victims? Is that because of complexities of situation too? I am sure you are not too naive as well.

I was commenting on the article which says, world Bank, inefficient or corrupt NGO's and people who want to build houses again on the river bank are the main hurdles in distribution of the funds. What this has to do with diverting funds of 2005 earth quake victims? All eyes are on present government, I don't thik that they would repeat same stupidity what earlier stupid, deh jamaat pass, direct hawaldar dictator did if they want to win the next elections.

The report is that the 2005 EQ funds were not completely utilized and not everybody affected was helped, but when this new government came they moved the money to 'more important' tasks. What could be more important than building monument for Benazir Bhutto?
