Yes rains are common in this season but this kind of heavy rain and subsequent flooding is not that common it doesn’t happen every year and has to be some sort of weather anomaly either being caused by global warming or some sudden change in weather patterns.
If it is global warming no one is/can/will blame Pakistan for it, everyone living on the planet earth is responsible for it.
