I have to make three main points on his interview

  1. Pakistan Railway ran in profit till introduction of NLC in the late seventies by pir-o-murshid and mentor of NS. That Amir-ul mominin changed the priority from rail to road. Minister’s statement is not based on truth about railway ran in loss in 1974.

  2. He said that future plan is to electrify track between Karachi and Lahore to run railway at 150 mph. There is acute shortage of electric power in Pakistan, how this minister will get a very large amount of electric power to run the trains? Why even bother to spend billions of $s on such non-viable projects?

You know what happened to KWL-LHR electrified section when 22 GEC (British) electric locomotives use to switch at KWL and LHR stations to run all mail, express and some freight trains. Those 22 locomotives gone down the gutter and perhaps sold in scrap. I heard that overhead copper wires which used to carry 25000V are regularly being cut and stolen by thieves living between Khanewal and Lahore.

  1. As far I know a number of passengers and freight rolling stock has plane bearings. The speed limit for such coaches is not more than 45 mph and four wheelers even less speed, that is 35 mph.

Otherwise he seems to be very sincere, honest, full of optimism and energy. It is hoped that he will turn around the system as he has promised in the above interview.

NLC is used for army logistics so that is another issue. How come Railway was running in Musharraf era but ran aground in haji bilour aka ally of PPP govt? Something gotta give...

Bilour Jii wanted to close down Pakistan Railways so that his Busline [600+ Buses] could ply on motorways earning him hefty profits.

Two biggest blunders which made railway of Pakistan obsolete. One was NLC by mardood Amir-ul-Munafiqin and other one was buying defective locomotives and carriages from China by author of "sub se pehlay dollars". Stations of PR were modified to accommodate over dimension carriages costing another billions of loss to Railways. Locomotives were sent to junk yard before even completing their useful lives. That is how your tin corrupt commando ran the railway.

Zardari was also buying the same locomotives so any gaalian for him as well? The scandal is beyond Musharraf and CJP had to intervene. In fact, if the executive and legislative branches actually functioned a little in Pakistan then CJP wouldn't be as "powerful" as he is today.

NO. They did not buy these locomotives, they were never received and this minister has rightly cancelled the contract originally signed by Mush's government, by saying that losing one billions Rs is better than losing 15 billions Rs. Watch his full interview then offer your comments.

Sa'd Rafique can't do much unless the feds pump in huge amounts of money [to buy locomotives and rolling stock], the corruption is ended within the railways, better service introduced [increase number of trains and capacity in each train, more AC coaches to be added to each train], streamline reservation system is in effect.

above tasks require a huge sum.

According to him if he is not successful in two years he will resign. Drastic and immediate actions are needed to revival of this national institution.

He should immediate pursue the policy set by previous government to get help from India. If the plan is implemented, not a large sum of money would be needed.

ISLAMABAD, Aug 12: Pakistan Railways is considering a proposal to get 50 locomotives on rent from India to help normalise its rail operation from Khyber to Karachi.

Pakistan Railways is currently facing acute locomotive crisis as dozens of regular passenger trains on branch lines have been suspended while on main line, trains are delayed for almost 12 hours, standing passengers on railway platforms and public areas.

Hiring locomotives from India is subject to approval by the government, says Saeed Akhter, General Manager (operations) of Pakistan Railways while talking to Dawn. A comprehensive action plan was approved during a high-level meeting chaired by the Minister for Railways Ghulam Ahmad Bilour here on Thursday.

An inquiry was recently made with the Indian Railways, and there was willingness on their part.

Subject to approval of the federal government, Pakistan Railways would consider the Indian offer if it proves to be feasible.

The situation has now improved following visit of Pakistani Foreign Minister Hina Rabbani Khar to New Delhi, and the situation is quite conducive now.

However, Mr Akhtar said that Korean, Chinese and Czech Republic have also shown keenness to rent out locomotives to Pakistan Railways.

“We will advertise and pursuing a transparent procedure whosoever gets the contract, the responsibility of maintenance of locomotives will be on supplier and Pakistan Railways will pay the rent on daily basis. Pakistan Railways will only provide the staff, he said.

The marathon meeting was attended by senior officials handling technical and operational matters of railways.

i think it's just talk. i've heard other ministers who had said the same thing but never resigned. i haven't seen any minister ever resigned on principle. those who resign do come back through the back door.

Sa'd Rafique may be sincere but it's beyond him.

Target of 120 kmph was achieved in the 70’s when GMU-30 DE bought from US and later from Germany were operating and main line track was re-rehabilitated with pre-stress concrete sleepers with 90/95 lbs rails. The railway went backwards in the late eighties and after wards, when these locomotives completed their useful lives and no government afterwards paid real attention.
