The government has proposed Rs 40 billion for Pakistan Railways (PR) in budget for 2015-16 against its demand of Rs 45 billion, according to documents available with this correspondent. The Railway Ministry had requested Rs 39 billion for ongoing and Rs 6 billion for new projects; and high level sources told this correspondent that Federal Minister for Railways Khawaja Saad Rafique intends to approach the Prime Minister to ensure that the demand of his Ministry is fully met in next year’s budget.

The Pakistan Railways was allocated Rs 39.56 billion under the current year’s federal Public Sector Development Program (PSDP) and Rs 31.4 billion has so far been released. Railways officials dismissed the proposed allocation for 2015-16 as too little and lamented that the government is more focused on roads, metro buses, motorways and is neglecting this cheapest mode of transport. The government has proposed over Rs 200 billion for National Highway Authority (NHA) in the PSDP for 2015-16 against Rs 111 billion earmarked for the current fiscal year.

According to documents major chunk of over Rs 8 billion has been proposed for procurement/rehabilitation/manufacturing of locomotives, ** Rs 5.9 billion f**or improvement of signaling system on Lodhran-Khanpur-Kotri section and provision of Centralized Traffic Control (CTC) on Shahdra-Lodhran section, Rs 3.64 billion for track rehabilitation on Khanpur-Lodhran section, Rs 2.8 billion for track mechanization, Rs 4.1 billion for procurement of hopper wagon for coal transportation (Phase-I) and **Rs 944 million **for special repair of 800 coaches and 2000 wagons.

The government has proposed only Rs 1 million for the revival of the Karachi Circular Railway. Railways Minister has persistently claimed that the federal government does not have the resources to fund such projects in all major cities and added that JICAs plan for the project is not feasible for Pakistan Railways. He added that if the provincial government undertakes the project PR would provide technical support.

The government has also proposed Rs 651 million for different feasibility studies of Railways projects under the China Pakistan Economic Corridor (CPEC). According to sources Railway track from Havelian to China border under the CPEC is not China’s priority. In the first phase China will focus on roads after which work may begin on railways tracks. The government has further proposed Rs 403 million for procurement of equipment for improved security and anti-terrorism measures.

The PR revenue was Rs 18 billion in 2012-13, Rs 23 billion in 2013-2014 and now the management expects an income of Rs 31 billion by the end of current financial year against the ****target ****of Rs 28 billion. **

Railways attracted**ten million passengers **during the past two years and ** insured all passengers and staff members. In 2012-13, Railways earned ** one billion rupees from freight services but this year it is going to earn Rs 8.5 billion under this head.

Punctuality has been increased from ** 10%** in the past to 70% now. There were 160 locomotives at the time the incumbent government took over which have now reached 280, however an additional 500 locomotives are required to upgrade services, officials added.

The Prime Minister recently stated that once on the brink of collapse and burden on national exchequer, the PR has made a steady growth in short span of time with revenue expected to peak at **Rs 31 billion **by the end of the current fiscal year against the target of Rs 28 billion. The financial viability of the PR was no less than a major challenge, the Prime Minister admitted, however Railway Minister has said that he needs an investment of Rs 1000 billion to bring Railways to the level of other regional railways.

Pakistan was never free from nepotism since partition hence railways was also not immune to this drawback. Railway was then almost triple in size what it is now and political appointments were made well before 1990s. Railway deteriorated after Mardood Zia-ul-Haq took over. He created NLC which ran parallel to Railways divert all capital from Railways to this corrupt organization just please few generals. A case of corruption of billions against high military officials is still pending in CAOS office.

Panchi pai when Revenue-Expenses=+Net profit, post that news. This spending is good unless it generates enough revenue to off-set the expenses, it is sinking of capital.

You people need to stop being so pessimistic and be thankful the ship is still afloat. The trains from what i understand are running on time, the quality is adequate, and its doing the job its meant to be...

China to invest $1.8b in PR infrastructure

LAHORE: A Chinese consortium will invest $1.8 billion in the Pakistan Railways (PR) infrastructure to facilitate transportation of fuel to the sites where coal power projects are being installed.

An agreement to the effect was signed between **PR Freight Transportation Company (PRFTC), **a subsidiary of the Pakistan Railways and **Huaneng Shandond Ruyi (Pakistan) Energy Pvt Ltd, **and the Chinese consortium working at **Sahiwal Coal Power project, **at a ceremony at the PR headquarters in Lahore on Monday.

“The agreement is for 30-year partnership and is part of the Pak-China Economic Corridor Project; the PR will earn **Rs13.65 billion annually,” **Minister for Railways Khwaja Saad Rafique told newsmen after the pact was inked by PRFTC Managing Director Zafar Zaman Ranjha and Huaneng Shandond Ruyi Vice General Manager Zeng Ming on behalf of their organisations.

In order to meet the fuel requirement of the 1,320 megawatts Sahiwal Coal Power Project, the first of its kind in Pakistan, the PR had started upgrading its rolling stock and rehabilitating its track and other infrastructure.

“The PR has never carried out such a huge operation of coal transportation. It is a challenge for the PR. We have started preparation for it.

T**he bidding process to procure 55 locomotives, each of 4,000 horsepower, is in final stages. The state-of-the-art locomotives will be procured from reliable and tested manufacturer at reasonable prices. **

We will also request the successful bidder to supply locomotives within the shortest possible time. We are working on the conveyer belt from Port Qasim to Bin Qasim, lay rail tracks to link Quetta with Peshwar, Chaman with Spin Boldik, Peshawar with Jalalabad and other routes,” said the minister.

The efforts to get the PR back on the rails have started bearing fruit. “The PR is earning approximately Rs 31 billion at present. Some** 12.5 million more passengers ** have started using trains and our income from freight sector has touched the Rs 8.2 billion figure. However, we are still in deficit,” said Mr Rafique while adding that railways required a one-time lump sum injection of Rs 1,000 billion for its total rehabilitation.

To a question, the minister said in spite of hike in the POL products’ prices, there was no proposal under consideration to revise the rail fares. Increase in rail fares had been linked with the provision of facilities to passengers.

Praising the efforts put in by rail workers in particular and officers in general for the revival of the PR, the minister said all the employees would get pay raise in accordance with the increase to be announced for government employees in the upcoming federal budget.

“Rest assured, there will be no privatisation of the railways. There is no need in fact. We are introducing successful models of public-private partnership to increase our income,” he said.

The railways had demanded Rs45 billion under the Public Sector Development Programme for the next fiscal. “Hopefully we will get Rs41 billion and 80 per cent of these funds will be utilised for completing ongoing development projects while with the remaining amount work on some new uplift plans will be initiated,” the minister said.

But all the news I have been reading has been positive. Dont know which news would adequetly satisify you, but from what I have read its been positive all around.

The fact that they are expanding, creating new services, etc, shows there is positive change.

Rs 78bn allocated to Pakistan Railways in budget

ISLAMABAD: Finance Minister Ishaq Dar said on Friday that the government has allocated Rs78 billion for Railways.

In his budget speech at the National Assembly, he said the government has allocated a sum of** Rs 41 billion for 52 schemes and Rs.37 billion for salaries.**

Dar said that doubling of rail track from Khanewal-Raiwind, Shahdara- Lalamusa would be completed in 2015-16. He said that 159 dilapidated rail bridges would be upgraded by June 2017.**

He added that 170 new railway engines would be purchased while 100 engines are got reconditioned. He said that 1,500 new passenger bogies would be added in the railways fleet.**

He said that Rs2,500 million have been earmarked for replacement of old and obsolete signal gear from Lodhran Khanewal-Shahdara Bagh mainline section of the Pakistan Railways. He added that Rs1,030 million would be used for doubling and improving the existing track from Port Qasim to Bin Qasim station.

ISLAMABAD: The government has decided to commission a feasibility study for the creation of a dedicated freight corridor for Pakistan Railways, and made allocations in the 2015-16 budget to procure wagons for freight service.

Finance Minister Ishaq Dar in his budget speech said that about 1,500 new freight wagons would be arranged. In addition, the government made an allocation of Rs41 billion for 52 development projects of Pakistan Railways under the Public Sector Development Programme for the next financial year.

The Pakistan Railways will target its investments on locomotives, bogies, tracks, signalling systems, and improvement of railway stations.

The allocation envisages procurement of 170 locomotive engines and rehabilitation of 100 old engines since Pakistan Railways faces shortage of locomotives and rolling stock.

An important project to be carried out during the upcoming fiscal year is improvement of signalling system on Lodhran-Khanpur-Kotri section and the provision of centralised traffic control.

Another key project to be undertaken and completed during 2015-16 is doubling of track from Khanewal to Raiwind, and from Shahadra to Lalamusa. Both these tracks will cover a major portion of the north-south mainline.

Mr Dar said that strengthening and rehabilitation of 159 weak railway bridges would be completed by June 2017.

In addition to the development and maintenance projects, he said, the government had allocated Rs 37bn for pay and pensions of railway employees.

^^ 1500 freight wagons as freight operation of PR this year collected revenue of Rs. 8.5 billion which was merely Rs. 1 billion in 2012-2013 and PR want to further expand this freight operation. Currently average 10 freight trains are originating from Karachi daily

I was talking about purchase of 1500 freight wagons in one news and 1500 passenger coaches in another news you have posted. I think you understand the difference.

Initial post news source was Daily Times and I think it was mistaken or typo error. Dawn is more reliable source and logically PR dont such amount of 1500 passenger wagons, it must by freight wagons
