I always thought that Indian Punjab was bigger

The sad thing is that even though its 3 times bigger than Indian one but not that was developed

Indian will claim it to be due to democracy. Though Indian Punjab saw political movements like Khalistan and riots of 1984 (central government supported), but just within 3 decades, there are no signs that there was a separatist movement there.

Interesting to note that Punjabi cuisine and music is globally representative of Indian cuisine and music. Sikhs are only 2% of Indian population (near 25 Million). Now consider impact of 50-60% Punjabis in Pakistan.
