Indian will claim it to be due to democracy. Though Indian Punjab saw political movements like Khalistan and riots of 1984 (central government supported), but just within 3 decades, there are no signs that there was a separatist movement there.

Interesting to note that Punjabi cuisine and music is globally representative of Indian cuisine and music. Sikhs are only 2% of Indian population (near 25 Million). Now consider impact of 50-60% Punjabis in Pakistan.

        India had to deal with Khalistan movement because it was running beyond limits ,tansgressing everything and having it's fantasy people across the border as well and it was threatening India's national unity.So the government had to act.
