I don't know much about this madrassa or any similar one like this but a lot of blame goes to parents who put blind trust on the 'madrassa' and never checked back how their child is doing, how he is being treated, what are the conditions/environment of the madrassa. As pointed out earlier, madrassas are a result of government's failure to provide basic education to the population. We shouldn't "stop sending the kids to madrassa", but we should involve in the madrassa more, we should demand 'openness' of madrassas, audit their accounts/financials etc.

What I know from a few friends who actually did either Hifz or other long term courses in madrassahs in Pakistan is that the situation there is a function of the kind of students they get. Most of the long term students in madrassas, specially from underdeveloped areas, are those who could not survive in traditional schools and parents sent them to madrassa so that they get free 'education', do some kind of hifz or qari course, and be not a burden on them. A lot of them are mentally challenged. When these students graduate, normally the only employment option available for them is to become a teacher at one of such seminaries, employ the same 'methods' that their teachers did and the cycle continues.

Before we induldge in self-righeousness, as any liberal would do when such a story breaks, we should first understand that those children were there because there really is a shortage of proper places to send them.
Shame on these uneducated mullahs? No, shame on the rest of us, who have the means and know-how to do better and to do right...

^ most of the people who send their children to madrassas are from lower middle /poor classes. These people usually have a lot of kids and they cant afford to support them so its easier to send them to a madrassa where they know they will get some education, food and shelter. Unless the state fulfils its own responsibilities, it doesnt matter we can keep discussing this topic on this forum and people will keep sending their kids to madrassas. Its so strange that the madrassas and banned organizations (LET/ Falah e Insaniyat Foundation) have been providing more help to people in natural disasters as compared to the government...
Why not government start with Planned parenthood education....meaning importance of not having too many children, so that you can care for the one you have.
