For a medium to low income group Pakistan has a very low crime rate by any standard. It’s different that media and western investors prefer to get robbed and murdered on streets by bandits than to be blown by religious terrorist. That’s the reason they do not consider pakistan as a safe investment destination.
However if you track down the foreign investors and multi nationals who invested in Pakistan… their success rate is much better than most of the other third world investment destinations.
